Ravinder Singh critiques water situation in Tamil Nadu

When there is surplus water and heavy rains like this year Mullaperiyar Dam over flows in to Kerala Sates Idukki Dam as is the case this year and last year. So it is time to create trouble as water over flows in to TN. In deficit year it rushes to The Supreme Court to order Karnataka to release all the water in its dams for use or in many case waste in Tamil Nadu.
 
TN didn’t want surplus waters to go to its natural streams in Periyar River basin.
 
This year in just 83 days TN Chennai received maximum rainfall anywhere in India, ten times than its neighbor Karnataka yet it went to the Supreme Court to raise the height of Mullanperiyar dam.
 
Are people of TN ready to share 50% of the surplus water this year with Karnataka and Andhra Pradesh? Nationalization of rivers would imply exactly the same.
 
But most shameful and foolish is conduct in demanding River Linking and connecting all rivers when it actually don’t want even a drop in Mullanperiyar to go to Kerala by raising its height by about 15 feet even if endangers millions living downstream of Mullanperiyar Dam in Kerala.
 
This is not just a display of selfishness of Tamil Nadu but habitual disorder of creating trouble where none exists.
 
Here again I must emphasize poor caliber of Manmohan Singh in dealing with the situation that repeats itself every year- be it Jayalalita or Karunanidhi.
 
President of India is silent on such issues.

`Huge agitation if Centre --`
 
Madurai, Dec 10: Farmers in Tamil Nadu would launch a huge agitation over the Mullaperiyar Dam issue if the centre did not intervene and find a solution to it, the Tamil Nadu farmers associations said today.

Speaking to reporters here, Federation Secretary K Nallasamy said that the three day national farmers' associations meeting would be held at erode from February 16, 2007. About 5000 state and district office bearers from all over India would participate in it, he said.

He alleged that politicians were minting money through sale of Indian made foreign liquor in government liquor shops. "That is the main reason why they are not promoting toddy, which will benefit farmers and is also good for health," he said.

Idukki dam takes in Mullaperiyar overflow

VIGOROUS rainfall in Kerala during the week, especially in the high ranges, have raised the water level in the reservoirs of all the hydroelectric projects in the State.
 
The Mullaperiyar dam, from which water is taken out to Tamil Nadu through four pipelines, has started overflowing due to obstruction in two pipes carrying water to Tamil Nadu, which are being repaired on a war-footing.
 
The spillover from Mullaperiyar is going to the Idukki dam, which could hold the inflow for 10 to 15 days as the water storage level in that dam at present has reached only 50 per cent of its capacity, a senior KSEB official told Business Line.
He said that an official meeting is likely to be held on Tuesday to discuss the situation arising out of increased inflow from Mullaperiyar dam.
 
According to him, some corrective action would be taken if the situation warranted. If needed, generation from the Idukki hydel project could be raised , the official said. The water level in all the other small hydel projects has reached full capacity, while in the second largest project at Sabarigiri, it has reached 53 per cent of capacity.
 
Mullaperiyar dam in the State has a capacity of 136 feet and with an inflow of 5,767 cusecs it is reported to have started overflowing.
 
Water from this dam is taken to Tamil Nadu through four pipelines. But two of these pipes have developed some obstruction and the engineers from Tamil Nadu are working to remove it. Even though the overflowing water from this dam would go straight into the Idukki dam, the Kerala Government authorities have cautioned the people living downstream in Vandiperiyar, Elappara and Kattappana areas.
 
The water storage has gone up to significantly higher levels and with an expected good northeast monsoon later this year, the State would be placed at a comfortable position that it would be able to go without costly hydel power during rest of the year, the official added.
 
TN CM must take steps for river nationlisation: Ramadoss
Chennai, Dec 11. (PTI): Welcoming Tamil Nadu Chief Minister M Karunanidhi's plea for linking of rivers in the country, PMK founder S Ramadoss today said the DMK chief should also work for nationalisation of rivers to make the networking easier.
Karunanidhi should also press the Centre for getting various Acts amended, including article 262 of the constitution pertaining to river water disputes, to pave way for the linkage, Ramadoss told reporters here.
 
The PMK leader said that since year the 1900 various plans had come up for the linkage. The Morarji Desai Government had even collected an expert opinion from the Food and Agriculture Organisation regarding this.
 
It was through a Public Interest Litigation in 2003 that the Supreme Court had said the river water linking should take place by 2015, even though the then Kerala minister T M Jacob had said unless suitable amendments were in place, no state could be compelled for river linking.
 
On the Mullaperiyar issue, the PMK leader said as soon as Supreme Court gave its Judgement in February 2006, the Tamil Nadu Government should have taken efforts to bring out a Government order for getting the maximum water level the dam raised to 142 feet from the present 136.
 
"Despite the judgement in our favour, we failed to take advantage", he said.
 
While all leaders in Kerala were speaking with one voice on the Mullaperiyar issue, it was a divided house in Tamil Nadu, he said.
 
Referring to the Sri Lankan Tamils' issue, Ramadoss said a solution to this should emerge during Karunanidhi's present tenure.
 
"Taking steps for getting a solution to the issue would in no way harm his chief ministership," Ramadoss said.
 
The Chief Minister should also take advantage of the "goodwill" that he had with Prime Minister Manmohan Singh and Congress chief Sonia Gandhi, in getting 27 per cent quota for OBCs implemented at one stroke, he said.
 
The reservation should also be implemented in the private sector, he said.
 
He also demanded strict implementation of Tamil as a language of the entire sphere of administration in the State.
In this regard, PMK, which supports the Karunanidhi Goverment from outside, proposed to hold rallies throughout the State on December 18, he said.
